A project exists ‘formally’ in an organization because of a ‘Project Charter.’ It is a document that ‘authorizes’ the planning execution and management of a project. It officially designates the project manager it officially commits resources to it and it approves the planning process to begin. It provides a preliminary delineation of roles and responsibilities outlines the project goals and objectives identifies the project team and defines the authority of the project manager.
