Policy: Is to increase access to quality mental health services.

a. Who is affected by it?
It is not considered as a health problem since it is not seen (Physical) Depression is a common serious mood dis . Life trauma, unemployment, genetics, social abuse, anxiety, other health problems are the common causes of depression. Major depression is most likely to affect people between the age of 45 -65.
b. How big is the problem?
According to WHO, more than 264 million people are affected by depression worldwide. It is mostly seen in women.
 
c. What contributes to the problem?
Depression is common in developing countries because of a lack of health care services, health care professionals, or poverty. Lack of education on mental health also contributes a lot to the lack of mental health services, the public is illiterate on mental health and hence does not have the right knowledge on how to handle mental illnesses.
 
d. When and where is the problem most likely to occur?
 76-85% of people suffering from under developing or developing countries lack access to the treatment. Depression is very delicate and changes from time to time depending on the environment and circumstance that an individual is in. An overwhelming circumstance such as emotions tends to affect the mental health of an individual. This then shows that mental illnesses can occur anywhere at any time given the circumstance or environment that one is in and how good is emotional intelligence.

Depression is often considered a common universal health problem and could be disabling for any individual and its impact could go beyond the person who is affected by depression to their inmates and family members. The cause of depression could vary from person to person based on their genetic, biological, and environmental factor. According to WHO, “Depression is the leading cause of disability in the world” (WHO 2019). When discussing the depression statistics in the US, about 17.3 million adults which are almost 7.1% of the total adult population are affected by at least one of the depressive episodes. Within the United States, the rate of depression has increased significantly from 6.6% to 7.3% over the period of 10 years from 2009 to 2019. The national data also shows that the rapid increment of depression rate is more among those ages 12 to 17 and concluded that risk factors for depression include chronic stress, poor nutrition, medication and substance use, and unsolved grief or loss.

Policy = Title X Issue = improving access to sexual health services.

Title X is a policy that works toward improving access to sexual health services. Many women rely on publicly funded clinics which are mainly funded through Title X. Individuals who are greatly affected by a lack of access to sexual and reproductive health services are young people and certain racial and ethnic groups, mainly African American, Hispanic, and American Indian/Alaska Native populations compared to whites according to the CDC. In the United States, there is a correlation with other determinants of health, race and ethnicity. Healthy People 2020 states that young people make up only 25% of the sexually experienced population and young females are at a higher risk of getting infected from a sexually transmitted disease due to an increased cervical ectopy (2019). These individuals affected by this issue may experience distrust in the healthcare system due to fears of discrimination from healthcare providers which in turn can create negative feelings about receiving any type of STD health services.

There are many obvious benefits that come from the Title X policy. Title X has played a major role in the access patients are having to clinics as well as taking care of their overall health. By continuing funding for this program, it has been proven to reduce the number of abortions that women are having, and it saves taxpayers dollars according to the article, Power to Decide (2017). Because of the recent changes the Trump administration has made to govern the program, they have received backlash for these destructive changes. Research has shown that over 40% of women who visit Planned Parenthood clinics that are publicly funded receive contraceptives and sexual health services but by banning federal funds from Title X to Planned Parenthood will reduce low income woman’s access to these contraceptives and services (Sobel et al, 2019). This will then reflect in higher rates of STDs and unintended pregnancies in adolescents and young women. The proposed restrictions on referrals for abortions can affect the quality of family planning care as well as puts the health clinics at risk of medical liability.
