Now that you have an idea of why we have a government, the next question is, how exactly does government know what to do? What policies should it implement? Suppose for instance that we focus solely on correcting market failures. How can government decide among the many possible policy instruments such as taxes, subsidies, regulation or direct provision. Should government provide more of national defense or education? The simple answer is that in a democracy, the choice should be based on citizens’ preferences.

  • Among the different types of government failures discussed in Weisbrod’s article, which do you think is the most important (decide for yourself what “important” means)? Why?
  • In a representative democratic government, there is the assumption that politicians elected by the majority will enact policies that promote the majority’s interests. In this module, you learned that the majority does not always get the policy that it prefers because of the problem of collective action. What can be done to address the problem of collective action (or perhaps, more accurately, inaction) in the majority group? Explain your answer.
